This report contains the recommendations of the Mayors Emergency Safety and Security Summit held October 23-25, 2001, which focused on four priority areas: transportation security, emergency preparedness, Federal-local law enforcement, and economic security.
Abstract
Airport-security recommendations are to provide a fully federalized force at points of passenger, baggage, and cargo inspections; provide airports with immediate funding to pay for increased security; provide Federal assistance and guarantees to ensure airport financial stability; provide airline workforce protection and relief for affected businesses; support airside improvements; impose airspace restrictions and heightened security on all general aviation and charter flights throughout the country; resume full operations at Ronald Reagan Washington National Airport; screen luggage; and enact aviation security legislation. Other transportation security measures pertain to transit security, highway security, rail security, and port security. Recommendations regarding emergency preparedness pertain to the Office of Homeland Security, reimbursement for heightened security, metropolitan emergency management, communications/technology, protective equipment/training, the public health system, stadium/arena security, and water and wastewater security. Recommendations in the area of Federal-local law enforcement focus on communication and coordination, as well as border-city security. Recommendations for economic security address worker assistance and strategic public investment.
