Abstract
Graphic and tabular data are presented on (1) vehicle theft trend for 1973-82; (2) the value of property stolen during motor vehicle-related theft for 1982; (3) the average value of motor vehicle theft; (4) stolen motor vehicles in 1982 by States with 39,000 population or more; (5) State vehicle theft report for 1982; (6) city vehicle theft reports for 1982; and (7) the ratio of vehicles stolen to vehicles registered for 1970-82. Information on NATB's 1983 activities covers computer operations, the modernization of NATB's communication system, State antivehicle theft activity, and training programs. Recommendations are offered for State legislation that will counter auto thieves' use of the documents or vehicle identification number plates of 'salvage' vehicles. The operation of 'chop shops,' which dismantle stolen vehicles to sell their parts, is described, along with the work of NATB in investigating 'chop shops.' Suggestions are also offered for legislation that can help to undermine 'chop shop' operations. Attention is given to the practice of transporting stolen vehicles into Mexico, fraudulent reporting of stolen vehicles, the theft of off-road machinery, the exporting and importing of stolen vehicles, and marine thefts.
