This report on Phase II of the evaluation of 12 demonstration centers funded by the National Center on Child Abuse and Neglect examines comprehensive services provided by the centers and their cost for the fiscal year ending June 30, 1976.
Abstract
Information for the evaluation has come from on-site interviews and from statistical data on staffing, clients, costs, and service deliveries provided directly by the project directors and staff through Management Information System (MIS) forms designed during Phase I of the evaluation. Overall costs, resources, clients served, and center organizational features are reported. It is stated that the demonstration centers have achieved operational status, and are carrying out their primary mission of delivering comprehensive services to families involved in child abuse and/or neglect. At least 2,100 families, including more than 4,000 children have been served. In addition to these planned services, emergency services have been received by 551 families, and 443 cases have been referred to other agencies. The total actual cost reported by all the centers is $2,830,000 and the average cost per family is $862. The centers are based either at hospitals or at social service agencies services are provided either directly by center staff or by other agencies under purchase agreements. It is hoped that by reducing the problem of fragmentation of services, the demonstration centers can efficiently meet the complex needs of families involved in abuse and neglect. Demonstration center efforts to this end are described in terms of program profiles including start-up issues, staffing, organizational and legal issues, linkages and community awareness. Four appendices include methodological notes such as evaluation of project goals, evaluation components, and MIS computational procedures.
