GOALS, PROJECTS, PROFESSIONAL ACTIVITIES, AND CONTINUING SERVICES OF THE NATIONAL CENTER FOR STATE COURTS DURING 1979 ARE DISCUSSED. A FINANCIAL REPORT IS INCLUDED.
Abstract
IN 1979, THE CENTER ESTABLISHED THREE PRIMARY GOALS AND TWO ENABLING GOALS TO DIRECT FUTURE ACTIVITIES. THE CENTER WILL CONDUCT RESEARCH PROJECTS ON COURTS AND COURT-RELATED TOPICS TO IDENTIFY NEEDS AND PROVIDE SOLUTIONS TO STATE COURT PROBLEMS. IT WILL SERVE AS A TECHNICAL ASSISTANCE RESOURCE FOR THE TRANSFER AND ADAPTATION OF IMPROVEMENTS IN COURT STANDARDS, MANAGEMENT, AND TECHNOLOGY. THE CENTER WILL ALSO SERVE AS A CLEARINGHOUSE THROUGH WHICH MEMBERS OF THE COURT COMMUNITY CAN EXCHANGE INFORMATION AND ENCOURAGE IMPROVEMENTS IN STATE COURT ADMINISTRATION, PRACTICES, AND PROCEDURES. ENABLING GOALS INCLUDE ESTABLISHMENT OF A STABLE FUNDING BASE AND MAINTAINING A HIGH QUALITY STAFF. SOME OF THE RESEARCH PROJECTS UNDERTAKEN OR CONTINUED IN 1979 FOCUSED ON IMPLEMENTATION OF STANDARDS OF JUDICIAL ADMINISTRATION, FOLLOWUP TO THE SECOND NATIONAL CONFERENCE ON THE JUDICIARY, STATE COURT FINANCING, REDUCING TRIAL COURT DELAY, COURT IMPROVEMENT THROUGH ADVANCED TECHNOLOGY, AND ALTERNATIVES TO INCARCERATION. REGIONAL OFFICE PROJECTS INVOLVED STUDIES OF CASEFLOW MANAGEMENT, GENERAL ADMINISTRATION, COURT REPORTING, AND RECORDS MANAGEMENT. IN ADDITION, THE CENTER CONTINUED ITS SERVICES IN RESEARCH, INFORMATION, PUBLICATIONS, AND LIBRARY AREAS. ASSETS FOR 1979 TOTALED $4,143,650, WITH AN EQUAL AMOUNT OF LIABILITIES.
