Proceedings from a 1985 conference outline principles that should govern the development of prison industries and present 50 recommendations regarding the internal management processes and the external helping mechanisms.
Abstract
Among the principles proposed by the National Task Force on Prison Industries are that such industries should provide< meaningful and relevant work for inmates, operate in a business-like manner, replace inmate idleness, and involve the private sector. In addition, practices and regulations that impede the progress of prison industries should be reformed. Recommendations relating to internal management address the need for a clearly defined mission and improved communication, staff training, inmate education and training, marketing, inmate pay, and shop and industry conduct. Recommendations on external processes deal with laws and regulations, procurement, research and evaluation, media and public relations, and general coordination. Rationales underlying the recommendations are presented. Members of the Task Force and its committees are listed.
