Abstract
THE COUNCIL'S PROGRAMS INCLUDE TECHNICAL CONSULTATION TO YOUTH SERVICE AGENCIES, RESEARCH ON PAROLE PROBLEMS, AND PUBLIC EDUCATION ON THE NATURE OF WORKPLACE CRIME. THE COUNCIL'S LABOR PARTICIPATION DEPARTMENT FOCUSED ON TEACHING UNION MEMBERS HOW TO REDUCE OPPORTUNITIES FOR CRIME IN THEIR COMMUNITIES. THE RESEARCH CENTER STUDIED AND EVALUATED DELINQUENCY PREVENTION PROGRAMS. SEVERAL PUBLICATIONS DIRECTED TO THE GENERAL PUBLIC FOCUSED ON CRIME PREVENTION. THE YOUTH CENTER COMPILED INFORMATION ON ALTERNATIVE PROGRAMS AIMED AT REDUCING THE NEED TO INSTITUTIONALIZE YOUTH. THE COUNCIL ENCOURAGED CITIZEN ACTION TO GAIN STATE COMPLIANCE WITH FEDERAL PROVISIONS REGARDING THE DEINSTITUTIONALIZATION OF STATUS OFFENDERS. PROSECUTORS, PROBATION AND PAROLE OFFICERS, JUDGES, DETENTION CENTER DIRECTORS, YOUTH WORKERS, AND OTHERS PARTICIPATED IN THE COUNCIL'S TRAINING PROGRAMS, CONFERENCES, AND SYMPOSIA. THE VOLUNTEER DEVELOPMENT DIVISION SOUGHT TO INVOLVE CITIZENS AND COMMUNITY ORGANIZATIONS IN PROGRAMS DESIGNED TO ASSIST OFFENDERS. A COUNCIL INITIATIVE BEGUN IN 1970 CAME TO FRUITION IN 1977 WITH THE ENACTMENT OF AGREEMENTS TO REPATRIATE YOUTHS IMPRISONED ON DRUG CHARGES IN CANADA AND MEXICO. THE COUNCIL CONTINUED ITS CAMPAIGN AGAINST OVERRELIANCE ON IMPRISONMENT AS A CURE FOR CRIME. THE ANNUAL REPORT OUTLINES THESE AND OTHER ACTIVITIES, SUMMARIZES THE COUNCIL'S FINANCIAL STATUS, AND LISTS COUNCIL OFFICERS. (LKM)
