THIS SECOND IN A SERIES OF FOUR REPORTS GROWING OUT OF THE NATIONAL CRIMINAL JUSTICE EDUCATIONAL CONSORTIUM PROJECT DETAILS SHARED PROBLEMS, SUCCESSES, FAILURES, AND OTHER EXPERIENCES OF THE SEVEN UNIVERSITIES INVOLVED.
Abstract
THE CONSORTIUM PROJECT WAS FUNDED BY LEAA IN 1973 TO STRENGTHEN CRIMINAL JUSTICE EDUCATION AT THE UNIVERSITY OF MARYLAND, MICHIGAN STATE UNIVERSITY, ARIZONA STATE UNIVERSITY, THE UNIVERSITY OF NEBRASKA AT OMAHA, PORTLAND STATE UNIVERSITY, NORTHEASTERN UNIVERSITY, AND EASTERN KENTUCKY UNIVERSITY. THE 3-YEAR LIMIT ON THE GRANT WAS NOT SUCH A PROBLEM TO MICHIGAN STATE UNIVERSITY AND UNIVERSITY OF MARYLAND, WHICH WERE STRENGTHENING EXISTING DOCTORAL PROGRAMS. FOR THE OTHER SCHOOLS, HOWEVER, THIS WAS A MAJOR PROBLEM, ESPECIALLY WHEN NO MASTER'S DEGREE PROGRAM WAS IN EXISTENCE. THE LACK OF QUALIFIED GRADUATE FACULTY AT SOME UNIVERSTIES ALSO SURFACED AS A MAJOR OBSTACLE IN DOCTORAL PROGRAM DEVELOPMENT. THIS WAS ESPECIALLY TRUE IN INSTITUTIONS STAFFED MAINLY BY FACULTY WITHOUT TERMINAL DEGREES WHO HAD BEEN INVOLVED IN UNDERGRADUATE PROGRAMS WITH HEAVY EMPHASIS ON PREPARING PERSONNEL FOR ENTRY-LEVEL CRIMINAL JUSTICE POSITIONS. AT THE TIME OF GRANT EXPIRATION, NEW MASTER'S DEGREE PROGRAMS HAD DEVELOPED AT THE UNIVERSITY OF NEBRASKA AT OMAHA, NORTHEASTERN UNIVERSITY, AND PORTLAND STATE UNIVERSITY. ARIZONA STATE UNIVERSITY HAD INAUGURATED BOTH BACHELOR'S AND MASTER'S DEGREE PROGRAMS IN CRIMINAL JUSTICE. EASTERN KENTUCKY UNIVERSITY HAD RECEIVED APPROVAL FOR A JOINT DOCTORAL PROGRAM IN COOPERATION WITH MICHIGAN STATE UNIVERSITY AND THE UNIVERSITY OF MARYLAND. PORTLAND STATE UNIVERSITY HAD DEVELOPED A FIELD-AREA SPECIALIZATION IN CRIMINAL JUSTICE WITHIN THE URBAN STUDIES DOCTORAL PROGRAM, AND NORTHEASTERN UNIVERSITY HAD DEVELOPED A PHD PROGRAM IN FORENSIC CHEMISTRY. BOTH MICHIGAN STATE AND THE UNIVERSITY OF MARYLAND USED THE GRANT FOR CONSIDERABLE EXPANSION OF STUDENTS IN THEIR EXISTING DOCTORAL PROGRAMS. AT MICHIGAN STATE, THE UNDERGRADUATE CURRICULUM AND THE MASTER'S DEGREE PROGRAMS WERE CONSIDERABLY REVISED. FOR OTHER VOLUMES IN THIS SERIES, SEE NCJ-43762, 43764, 43765, AND 43766.
