A REVIEW AND UPDATE OF NATIONAL LAW ENFORCEMENT TELECOMMUNICATIONS (MALECOM) SYSTEM REQUIREMENTS ARE PRESENTED THAT PROJECT NETWORK TRAFFIC FOR ONE DECADE AND INCLUDE INTERSTATE AND STATE-TO-FEDERAL TRANSACTIONS.
Abstract
THESE TRANSACTIONS WERE TREATED IN TWO PARTS: (1) EXTENSIONS OF PRESENT NATIONAL LAW ENFORCEMENT COMMUNICATION NETS; AND (2) NEW CLASSES OF USERS AND DATA TYPES SUCH AS OPERATIONAL COMPUTERIZED CRIMINAL HISTORY SYSTEMS, AUTOMATED TRANSMISSION OF ENCODED FINGERPRINT DATA, AND SUPPORT OF CRIMINALISTICS AND OTHER ELEMENTS IN THE CRIMINAL JUSTICE SYSTEM. RESULTS OF THE UPDATE INDICATE THAT MESSAGE VOLUME AND DATA RATES WILL REACH ONE BILLION BY 1983, AND STATE-NATIONAL TRAFFIC WILL CONSTITUTE ABOUT 92 PERCENT OF MESSAGE VOLUME AND 82 PERCENT OF DATA VOLUME. A STRONG BUILDUP IN TRAFFIC FROM MOBILE DIGITAL TERMINALS WILL CONTRIBUTE SIGNIFICANTLY TO NETWORK LOADING. COMPARISONS BETWEEN TRAFFIC ESTIMATES AND ACTUAL TRAFFIC THROUGH NOVEMBER 1974 SHOW AGREEMENT WITH PROJECTIONS; AND A REVIEW OF THE USE OF VIDEO FOR THE EDUCATION AND TRAINING OF CRIMINAL JUSTICE PERSONNEL INDICATES THAT TELEVISION INSTRUCTION TECHNIQUES ARE BOTH FEASIBLE AND PRACTICAL. APPENDIXES PRESENT INFORMATION ON SATELLITE TELEVISION BROADCASTS FOR EDUCATION AND TRAINING OF CRIMINAL JUSTICE PERSONNEL, INTERSTATE TRANSFER OF EDUCATION AND TRAINING MATERIALS, AND A SATELLITE BROADCAST SYSTEM AS A METHOD OF DISTRIBUTION.
