THE DEVELOPMENTAL PROCESS IS DESCRIBED FOR THE FORMULATION OF STANDARDS THAT WILL PROVIDE A STRUCTURE FOR THE USE OF RESOURCES CURRENTLY AVAILABLE TO PROSECUTORS' OFFICES OF VARYING SIZES.
Abstract
EXPERIENCED PROSECUTORS WERE SELECTED TO SERVE ON SIX TASK FORCES ASSIGNED TO DEVELOP STANDARDS FOR THE SIX DIFFERENT TYPES OF OFFICES REPRESENTED BY THE PROSECUTORS OF EACH TASK FORCE. TYPES OF OFFICES FOR WHICH STANDARDS WERE DEVELOPED ARE (1) OFFICES WITH NO ASSISTANTS, (2) OFFICES SERVING A POPULATION OF LESS THAN 50,000, (3) OFFICES SERVING A POPULATION OF 50,000 TO 75,000, (4) OFFICES SERVING A POPULATION OF 75,000 TO 125,000, (5) OFFICES SERVING A POPULATION OF 125,000 TO 500,000, AND (6) OFFICES SERVING A POPULATION OF MORE THAN 500,000. BETWEEN JANUARY 27, 1975 AND NOVEMBER 19, 1975, EACH OF THE SIX TASK FORCES OF PROSECUTORS HELD FOUR MEETINGS CONDUCTED WITH A PROBLEM-SOLUTION FORMAT. PRIORITY TOPICS WERE DISCUSSED IN THE FIRST MEETINGS, AND PRIOR TO THE SECOND SERIES OF MEETINGS, AND PRIOR TO THE SECOND SERIES OF MEETINGS, RESEARCH POSITION PAPERS AND SUGGESTED STANDARDS WERE DEVELOPED BASED ON THESE DISCUSSIONS. THE WORK PRODUCT SUBMITTED TO THE TASK FORCE MEMBERS PRIOR TO THE THIRD MEETINGS REPRESENTED ABOUT 50 TOPICS WHICH WERE DISCUSSED IN TERMS OF PROBLEMS AND POSSIBLE SOLUTIONS. PAPERS DEVELOPED AS A RESULT OF THESE DISCUSSIONS WERE PRESENTED AT THE FOURTH MEETINGS, WITH A THRUST TOWARD FINAL ADOPTION OF STANDARDS; IMPLEMENTATION APPROACHES WERE ALSO DISCUSSED. APPENDIXES INCLUDE THE EVALUATION REPORTS OF THE TASK FORCE PERFORMANCE AND THE FINAL REPORT OF THE POSTPROJECT EVALUATION. (RCB)
