Partial results concern how closely police management training programs adhere to the industrial model of training program development, what outside factors affect program development, whether police training programs follow a single management training model or several different ones, and what obstacles impede program management and evaluation.
Abstract
Several factors are behind the spread of police management training programs. State and local authorities have demanded programs better geared to State and local needs, and these programs are viewed as less costly than out-of-State residential programs. Practices in the development of police management training correspond inconsistently from point to point with the industrial model. Five external factors affect program development: funding, legal requirements, organizational environment, community environment, and the ready availability of prior programs' materials, and resources. The study found 14 variants of police management training in the field, with 8 basic models that can show how training can be used to produce familiarity and compliance with departmental policy, to disseminate new laws or the experiences of other police agencies, or to provide trainees with the concepts and experiences to participate in management activities. Recommendations are giver for program management, operation, evaluation, and utilization to user agencies, program operators, and program managers. Data, tables, and about 50 references are supplied.
