PROGRAMS OF CRIME PREVENTION, OFFENDER REHABILITATION, AND FUNDRAISING ARE SUMMARIZED, AND STATISTICS ON CLIENTS SERVED AND THE BUDGET ARE PROVIDED.
Abstract
THIS ANNUAL REPORT OF THE NATIONAL INSTITUTE FOR CRIME PREVENTION AND REHABILITATION OF OFFENDERS (NICRO) IN SOUTH AFRICA COVERS THE PERIOD APRIL 1, 1977-MARCH 31, 1978. IN THE AREA OF CRIME PREVENTION, IT IS NOTED THAT EFFORTS NEED TO BE INTENSIFIED DUE TO A 4.5 PERCENT INCREASE IN THE NUMBER OF SERIOUS CRIMES REPORTED IN THE YEAR UNDER REVIEW. NICRO, A PRIVATE ORGANIZATION WITH BRANCHES THROUGHOUT THE NATION, UNDERTOOK A CRIME PREVENTION STRATEGY THAT CONSISTED OF COMMUNITY WORK, COMMUNITY EDUCATION, AND PUBLICITY PROJECTS TO BE IMPLEMENTED BY BRANCH OFFICES. A PROGRAM OF CRIME PREVENTION AWARENESS FOR SCHOOL CHILDREN USED A CRIME PREVENTION ESSAY COMPETITION FOR STUDENTS IN 441 HIGH SCHOOLS ATTENDED BY 228,280 STUDENTS TO FACILITATE NICRO'S ACCESS TO SCHOOLS FOR EDUCATIONAL PROGRAMS AND ADDRESSES. ALSO UNDERTAKEN WAS A PROGRAM TO REDUCE HOUSEBREAKING IN NEIGHBORHOODS WITH A HIGH INCIDENCE OF THIS CRIME BY STIMULATING CONTACT BETWEEN NEIGHBORS AND DISSEMINATING INFORMATION REGARDING PRECAUTIONS HOMEOWNERS CAN TAKE. OTHER PROJECTS INCLUDED THE ESTABLISHMENT OF CRIME PREVENTION PANELS AND THE CREATION OR REVITALIZATION OF PARENT TEACHERS ASSOCIATIONS IN CRIMINOGENIC AREAS. NICRO'S REHABILITATION OF OFFENDERS IS DONE PRINCIPALLY IN THE AREA OF AFTERCARE, WITH AIDS FOR EMPLOYMENT, OFFENDER FAMILY ADJUSTMENT, AND RESIDENTIAL AFTERCARE HOSTELS BEING PROVIDED THROUGH THE SERVICES OF STAFF SOCIAL WORKERS AND VOLUNTEERS. FUNDS WERE RAISED FROM PRIVATE CITIZENS, INDUSTRY, COMMERCE, FINANCIAL INSTITUTIONS, AND STATE DEPARTMENTS. STATISTICS ON AFTERCARE SERVICES PROVIDED AND RESULTS ARE PRESENTED ALONG WITH BUDGET INFORMATION ON INCOME AND EXPENDITURES. A TRANSLATION OF THE REPORT INTO AFRIKAANS IS INCLUDED. (RCB)
