THIS ANNUAL REPORT BY THE NATIONAL INSTITUTE FOR JUVENILE JUSTICE AND DELINQUENCY PREVENTION (NIJJDP) DISCUSSES ITS RESEARCH, PROGRAM DEVELOPMENT AND EVALUATION, STANDARDS, AND TRAINING DURING 1978.
Abstract
RESEARCH CITED SUGGESTS THAT TWICE AS MANY DELINQUENTS AS NONDELINQUENTS HAVE LEARNING DISABILITIES, AND ILLINOIS DELINQUENTS ARE AS LIKELY AS NOT TO BE FEMALE OR WHITE FROM INTACT HOMES. ADDITIONAL STUDIES ATTEMPT TO EXTRACT VIOLENT JUVENILE CRIME PATTERNS AND DETERMINE DRUG USE AMONG DELINQUENTS. RECENT PROGRAM DEVELOPMENT HAS FOCUSED ON TRAINING PERSONNEL IN YOUTH ADVOCACY, DEVELOPING RESTITUTION GUIDELINES FOR YOUTH, ESTABLISHING ASSESSMENT CENTERS FOR RESEARCH DATA, DEVELOPING ALTERNATIVES TO INCARCERATING YOUTH, ASSESSING SERIOUS JUVENILE CRIME AND CHILD NEGLECT OR ABUSE, PREVENTING DELINQUENT BEHAVIOR, AND PREPARING PERIODIC SUMMARIES OF JUVENILE DELINQUENCY IN AMERICA. EVALUATION WAS FUNDED FOR THE FOLLOWING AREAS: DEINSTITUTIONALIZATION OF STATUS OFFENDERS (THOSE INCARCERATED FOR OFFENSES NOT CONSIDERED CRIMES FOR ADULTS); PREVENTION OF DELINQUENCY; DIVERSION OF JUVENILES FROM COURTS TO TRAINING OR OTHER SITES, SCHOOL CRIME, FAMILY VIOLENCE, NEW CALIFORNIA JUVENILE LEGISLATION DEINSTITUTIONALIZING STATUS OFFENDERS, AND OTHERS. THREE MAJOR AREAS OF NEW TRAINING ACTIVITY FOR PERSONNEL INCLUDE DELINQUENCY PREVENTION, LAW-RELATED EDUCATION, AND DEINSTITUTIONALIZATION OF ALL DELINQUENTS BUT THE MOST SERIOUS OFFENDERS. RECOMMENDATIONS INCLUDE FURTHER TRAINING FOR JUVENILE OFFENDER WORKERS, A CLEARINGHOUSE FOR FUNDING, PROGRAM DEVELOPMENT SEMINARS FOR PERSONNEL, SPECIAL STUDIES FOR SPECIFIC AREAS SUCH AS FAMILY VIOLENCE, OR DELINQUENCY PREVENTION, AND AN INCREASE IN STAFF. APPENDIXES INCLUDE A LIST OF PROJECTS FUNDED THROUGH THE OFFICE AND 1978 PROJECT SUMMARIES.
