This User's Guide accompanies the Juvenile Firesetter/Arson Control and Prevention Program (JFACPP) funded by the Office of Juvenile Justice and Delinquency Prevention and the U.S. Fire Administration.
Abstract
The guide outlines critical decision points in building each program component, and the result is a cookbook format that guides the reader from planning to execution phases of an effective community program. Program leaders, management personnel, and service providers in the fields of fire service, mental health, law enforcement, probation, and juvenile justice will find the guide a quick and easy reference. Three general phases of building a JFACPP are noted (assessment, planning, and development), and the need to have a screening and evaluation system for working with children and their families in the JFACPP environment is emphasized. Key program planning elements are defined as problem definition, program leadership, service delivery, program site, service jurisdiction, staffing, and budgeting. Factors that should be taken into consideration when establishing a screening and evaluation system for juvenile firesetters are examined, including identification of the target population, designation of service agencies and individuals, selection of screening and evaluation procedures, and implementation. Intervention services and referral mechanisms for juvenile firesetters are discussed, along with the role of publicity and outreach in JFACPP's. References, tables, and figures
