STATEMENT AND DISCUSSION OF OBJECTIVES FOR EVALUATING THE HIGH IMPACT ANTI-CRIME PROGRAM.
Abstract
THE HIGH IMPACT ANTI-CRIME PROGRAM WAS DESIGNED BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION (LEAA) TO DEMONSTRATE IN EIGHT LARGE CITIES THE EFFECTIVENESS OF COMPREHENSIVE CRIME-SPECIFIC PROGRAMS IN REDUCING STRANGER-TO-STRANGER CRIME AND BURGLARY. THIS DOCUMENT DESCRIBES A PLAN FOR A NATIONAL LEVEL EVALUATION TO BE PERFORMED BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE/THE MITRE CORPORATION. THE PLAN EXPLAINS THE CONCEPT AND OUTLINES THE INITIAL EVALUATION OBJECTIVES. THESE OBJECTIVES ARE PRESENTED AND DISCUSSED, FIRST AT A GENERAL LEVEL, AND THEN IN TERMS OF AN INITIAL LIST OF SUBOBJECTIVES WHICH WILL PRECIPITATE THE VARIOUS ANALYSIS EFFORTS. FOR EACH SUBOBJECTIVE, A TASK STATEMENT IS PROVIDED. EACH TASK STATEMENT DESCRIBES, GENERALLY, THE APPROACH THAT WILL BE TAKEN, A SET OF QUESTIONS THAT WILL BE ANSWERED IN ATTAINING THE SUBOBJECTIVE, THE INFORMATION THAT WILL BE REQUIRED TO PERFORM THE TASK, AND THE PRODUCT OR PRODUCTS THAT WILL RESULT. THE NEED FOR EXAMINING THE EVALUATIONS PERFORMED IN FULFILLMENT OF THE INDIVIDUAL SUBOBJECTIVES FROM A COLLECTIVE POINT OF VIEW, AND AN APPROACH IS DISCUSSED WHICH WILL FOCUS ON THE BROADER ISSUES REGARDING THE IMPACT PROGRAM AS A TOTAL PROGRAM EFFORT. THERE ARE, IN ADDITION, TWO APPENDIXES TO THIS PLAN. APPENDIX A, ANALYTICAL CONSIDERATIONS, IS A GENERAL DESCRIPTION OF THE TYPES OF ANALYSES THAT WILL BE PERFORMED, AND A DISCUSSION OF MANY OF THE PROBLEMS THAT WILL ARISE IN THE COURSE OF PERFORMING THE NATIONAL LEVEL EVALUATION. APPENDIX B CONTAINS AN INITIAL ESTIMATE OF THE INFORMATION REQUIREMENTS FOR THE NATIONAL LEVEL EVALUATION AND REPRESENTS A COMPENDIUM OF THE INFORMATION REQUIREMENTS FROM INDIVIDUAL TASK STATEMENTS.
