This is the 2013-2014 Annual Report and Accounts of the United Kingdom's National Offender Management Service (NOMS), whose responsibilities are to identify the need for and implementation of reforms in the management of offenders, so as to improve the cost-effectiveness of rehabilitation outcomes.
Abstract
During 2013-2014, NOMS has been delivering the most wide-ranging reform program it has ever undertaken, while maintaining daily operations. It has been supporting the development and has begun the implementation of the Government's Transforming Rehabilitation reforms, which will fundamentally change the way offenders are managed in the community. A new National Probation Service will manage those offenders who pose a high risk of serious harm to the public. Twenty-one Community Rehabilitation Companies (CRCs) will manage low- and medium-risk offenders. This effort will extend statutory supervision for the first time to all 50,000 offenders sentenced to less than 12 months in custody. There will be a renewed focus on providing services to offenders transitioning from custody into the community. In addition, there has been a renewed effort in prisons to maintain safe, decent, and secure prisons that maximize purposeful activity, promote positive engagement with prisoners, and support rehabilitation. During the next 12 months NOMS' priority will be delivering core operations services in the community and in custody while delivering the most wide-ranging reform program in its history in efforts to improve the cost-effectiveness of offender management.
