EFFORTS TO CONTROL CRIME, AN INNOVATIVE CRIMINAL JUSTICE SYSTEM, AND INTRODUCTION OF NEW DISCIPLINES AND PROFESSIONS INTO THE PROCESS ARE CONSIDERED.
Abstract
BACKGROUND, FEDERAL ROLE, OBJECTIVES, IMPLEMENTATION, AND FUNCTIONAL STRUCTURE OF THE NATIONAL CRIMINAL JUSTICE RESEARCH, DEVELOPMENT, TEST, AND EVALUATION (RDT&E) PROGRAM ARE DISCUSSED. THE SOCIAL COSTS OF CRIME ARE LISTED AND MISSION AND PROGRAM AREAS DELINEATED. MAJOR ON -GOING PROGRAMS IN CRIME AND DELINQUENCY WERE SURVEYED TO IDENTIFY EXISTING GAPS AND AID IN ESTABLISHING PRIORITIES FOR THE PROPOSED PROGRAM. PRIORITIES ARE ASSIGNED AND A FIRST-YEAR, TEN MILLION, PROGRAM PROPOSED WITH DOLLARS ALLOCATED BY PROGRAM AND MISSION AREA. APPENDIXES PRESENT A REVIEW OF CURRENT RDT&E PROGRAMS AND SUMMARY DESCRIPTIONS OF THE FIRST-YEAR PROJECTS. THE DELPHI METHOD OF WORKING WITH EXPERTS IN DECISION MAKING IS ALSO PRESENTED.
