The U.S. Department of Justice developed this document to provide State planning agencies (SPAs) with guidance in meeting the standards and goals requirements as stated in the Omnibus Crime Control and Safe Streets Act of 1968, as amended by the Crime Control Act of 1973.
Abstract
The document defines the roles, relationships, and responsibilities of the central and regional offices of the Law Enforcement Assistance Administration (LEAA), as well as the SPAs, in developing and implementing standards and goals programs. It outlines the minimum requirements of the standards and goals and their impact on the Fiscal Year 1975 and Fiscal Year 1976 comprehensive plans, and presents a 2- year schedule of standards and goals activities, covering the period between 1974 and 1976. The document also announces the availability of assistance for standards and goals development, explains how SPAs can obtain technical and financial assistance, and explains the interrelationship of the technical assistance and other LEAA assistance programs. 5 figures
