This first issue of the Operations Newsletter (April-September 2017) addresses the resources and activities of the National Public Safety Partnership (PSP), which was established in June 2017 under the direction of Attorney General Jeff Sessions in response to President Trump's Executive Order on a Task Force on Crime Reduction and Public Safety.
Abstract
Under the Attorney General's inaugural announcement of the PSP, he explained that the Department of Justice (DOJ) will work with cities experiencing serious violent crime to improve each city's own violent-crime strategies by leveraging the resources of DOJ's various agencies and offices. Building on lessons learned from a pilot concept called the Violence Reduction Network (VRN), PSP strengthens and improves the models from the pilot program. It uses a multipronged approach to countering crime by adapting federal resources to address the distinctive needs of each site. The Phases of the PSP are called Diagnostic and Operations. The Diagnostic approach is coordinated by the DOJ's Office of Justice Programs (OJP) Diagnostic Center. It consists of an 18-month commitment that focuses on capacity-building, action plan development, and community engagement. The Operations approach, which is the focus of this newsletter, involves an intensive 3-year commitment that includes the assignment of a Strategic Site Liaison (SSL), a current or former law enforcement executive who works closely with the sites. The approach emphasizes participation in an annual customized training summit, delivery of tailored training, and technical assistance (TTA) in the seven core areas of federal partnerships. These are gun violence, criminal justice collaboration, crime analysis, technology, investigations, community engagement, and peer learning opportunities. This newsletter, which is an expanded edition covering two quarters, provides an update on the activities of the PSP Operations sites, which includes the pilot VRN sites.
