Public safety has joined with the national service movement to prevent crime and strengthen communities as a result of the National and Community Service Trust Act (NCSTA) of 1993; benefits of the merger include improving both physical and social aspects of neighborhoods and communities.
Abstract
The NCSTA established the Corporation for National and Community Service (CNCS) which includes Learn and Serve America for school-age youth and a new national service program known as AmeriCorps. AmeriCorps will provide opportunities for people of all ages and backgrounds to serve in communities across the United States. The NCSTA establishes public safety as one of four issue areas needing significant attention; the other areas include education, the environment, and human needs. Part one of the report on the partnership between public safety and national service defines important terms, explains the basics of key programs, and offers guidance on developing high quality programs that benefit both participants and communities. The second part presents ideas about the range and scope of work that can be done as part of AmeriCorps and Learn and Serve America. The third part covers requirements and issues associated with program design, funding, and operation. An appendix contains a resource list that describes helpful organizations and publications and a directory of key State contacts for AmeriCorps and other CNCS programs. 18 references
