This document details the service requirements of the Youth Justice Board (YJB) for the education and training of all young persons on Detention and Training Orders (DTOs) in England and Wales.
Abstract
Young persons on DTOs who are held in young offender institutions (YOIs) should receive high quality instruction to improve their life chances. The requirements of education and training set forth by the YJB in this document should be fully implemented by March 2004 by all YOIs. Following the introduction in section 1, section 2 presents the assessment, planning, and review requirements, as well as the criteria against which success should be measured. Section 3 presents the specifications for the curriculum, detailing aspects of the curriculum framework, the organization of the learning day, the requirements and success criteria for literacy and numeracy, and requirements for special education needs. Section 5 discusses the importance of removing barriers to learning and to assisting young people in the development of their capacity to participate in mainstream education, training, and employment. Toward this end, the requirements are set forth for guidance and support work with young persons in YOIs. Section 6 features resources YOIs can draw upon, including human resources, materials and equipment, and accommodations, while section 7 focuses on principles of leadership and management for those overseeing education and training programs. Section 8 addresses the roles and responsibilities of staff regarding the effective transition of young people from custody back into their communities, section 9 outlines the requirements for managing information and monitoring systems, and section 10 presents accreditation requirements.
