Abstract
The final rule on the National Standards to Prevent, Detect, and Respond to Prison Rape was signed by the U.S. Attorney General on May 16, 2012. This document, which includes dates that are keyed to the date of the Federal Register publication, is being issued by the U.S. Department of Justice (DOJ) to obtain public comments on one issue in the standards relating to staffing in juvenile facilities. A summary of the major provisions of the standards is included in the document. The major provisions cover general provision planning, staffing of juvenile facilities, supervision and monitoring, juveniles in adult facilities, cross-gender searches and viewing, training and education, screening, reporting, responsive planning, investigations, discipline, medical and mental health care, inmates with mental deficiencies, and limited English proficient inmates. A cost-benefit analysis of the national implementation of the standards is also provided in the publication. The majority of the document presents the PREA (Prison Rape Elimination Act) National Standards as they currently stand along with proposed changes, comments to the proposed changes, and DOJ's response to the comments. 16 tables
