The author outlines his recommendations for a unified drug court system.
Abstract
Drug usage is the single greatest generating factor of crime in the United States, yet, the response of local government to drug offenders has been largely fragmented and unfocused. Despite talk of the need for interjurisdictional cooperation, local agencies typically compete with one another for limited resources. The answer is not necessarily additional funding, but intelligent use of the resources that are available. Drug courts would link up with local communities through immediate, personal, and direct court services. The unified system would give all jurisdictions a common interest, thereby enhancing coordination in information distribution, resource allocation, and decisionmaking. Included are proposals for establishment of a federally funded drug court resource center and a national association of drug courts. Glossary, 2 appendixes
