The proceedings of the National Symposium on Children in Jail are presented. Contributors emphasize the necessity of deinstitutionalizing the Nation's county jails and municipal lockups.
Abstract
Four major objectives guided the symposium's planning and implementation: to provide participants with the latest research about the problem of children in jails; to provide information about and access to successful alternatives to the practice of jailing children; to develop action programs, plans, and policies for the removal of children from jails; and to generate public support for the removal of children from jails. Excerpts from and summaries of participants' contributions are presented. Experts discussed advocacy, monitoring, public education, changing policy and practices, alternatives to jail, and secure detention. Summaries of State strategy sessions are also included. Researchers from universities, State agencies, and other research institutions presented findings on a wide range of issues concerning the problem of juveniles in adult jails. Alternatives and action plans were discussed, and the generation of public support for change was dealt with as a local and national problem. Considered were the most current and effective means to determine the information that should be given to the public, publicity as a means of educating the public, and the use of advertising in public education.
