PAPERS WHICH DESCRIBE THE PARTICIPATING STATES' VIEWS OF AND EXPERIENCES WITH THE MUTUAL AGREEMENT PROGRAM (MAP).
Abstract
IN THIS PILOT CORRECTIONAL PROGRAM, SELECTED INMATES ARE INVITED TO NEGOTIATE VOLUNTARY CONTRACTS IN WHICH THEY AGREE TO COMPLETE A SPECIFIC PROGRAM OF VOCATIONAL OR PREVOCATIONAL SELF-IMPROVEMENT IN PRISON AND ON PAROLE. IN RETURN, THE PAROLE BOARD AGREES TO RELEASE THE INMATES ON THEIR DATE OF MINIMUM PAROLE ELIGIBILITY, IF THEY HAVE FULFILLED THE TERMS OF THE CONTRACT. THIS EXPERIMENTAL PROGRAM WAS FIRST INITIATED WITH FEDERAL FINANCIAL ASSISTANCE IN WISCONSIN, ARIZONA AND CALIFORNIA. AT THIS SECOND NATIONAL WORKSHOP ON THE PROGRAM, PROBLEMS ARE DISCUSSED AND NUMEROUS MODIFICATIONS ARE PROPOSED TO THE ORIGINAL MAP MODEL. WRITTEN CONTRACTS WERE FOUND TO MAKE BOTH OFFENDERS AND STAFF MORE RESPONSIBLE, AND THE COMPLETION OF A CONTRACT WAS SEEN AS AN OBJECTIVE DIAGNOSTIC TEST OF PAROLE READINESS. ON THE NEGATIVE SIDE, ARE VARIOUS LOCAL PROBLEMS, SUCH AS DIFFICULTY IN DELIVERING ALL THE SERVICES SPECIFIED IN SOME CONTRACTS. PAPERS ON SOME RECENT INNOVATIONS DESCRIBE NEW YORK'S PLANS TO EXTEND MAP TO PROBATIONERS AND MICHIGAN'S FIRST YEAR'S EXPERIENCE WITH ITS 'CONTRACT SERVICE PROGRAM.'
