THIS FOURTH ANNUAL REPORT INCLUDES A LIST OF PROJECT HIGHLIGHTS FOR THE YEAR 1974, A STATEMENT OF EXPENDITURES AND MATCHING FUNDS, AND THE TABLE OF CONTENTS AND SUMMARY OF FINDINGS OF THE 1975 EVALUATION REPORT ON THE PROJECT.
Abstract
THE NATIONAL YOUTH PROJECT USING MINI-BIKES (NYPUM) IS A NON-RESIDENT NATION-WIDE JUVENILE DELINQUENCY PREVENTION AND DIVERSION PROJECT FOCUSING ON COLLABORATIVE WORKING RELATIONSHIP WITH THE JUVENILE COURTS, POLICE, PROBATION, SCHOOLS AND OTHER YOUTH AGENCIES IN THE HUNDREDS OF LOCAL COMMUNITIES IN ORDER TO DIVERT ADJUDICATED YOUTH, 11-14 YEARS, FROM THE OFFICIAL JUVENILE JUSTICE SYSTEM AND TO PREVENT TROUBLED YOUTH FROM ENTERING IT. THIS REPORT WAS DESIGNED TO PROVIDE AN OVERVIEW OF THE OPERATIONS AND EFFECTIVENESS OF THE NYPUM PROJECT. THE EVALUATION FINDINGS CONSTITUTE THE MAJOR CONTENT OF THIS REPORT. IT IS NOTED THAT NYPUM MET OR EXCEEDED ALL ITS GOALS FOR ESTABLISHMENT OF NEW UNITS AND PARTICIPATION OF YOUTHS DURING 1975. ANALYSIS OF ARREST RATES DURING THE PROGRAM SHOWED THAT ONLY 32.8 PERCENT OF THE PARTICIPANTS ARRESTED PRIOR TO NYPUM AND 8.8 PERCENT OF THOSE WHO HAD NOT BEEN ARRESTED PRIOR TO NYPUM WERE ARRESTED DURING PROGRAM PARTICIPATION. EVIDENCE ALSO INDICATED THAT THE JUVENILES' IMPROVEMENT IN BEHAVIOR CONTINUES FOR AT LEAST SIX MONTHS AFTER LEAVING NYPUM. IMPROVEMENTS IN SCHOOL PERFORMANCE AND TRUANCY WERE ALSO NOTED AS A RESULT OF THE PROGRAM. SEVERAL CHARTS OF THE EVALUATION FINDINGS ARE INCLUDED.
