Annotation

This report statistically profiles the number and nationalities of foreign-born inmates in New York State.

Abstract

As of August 1, 1986, 3,371 inmates reported birth in a foreign country, constituting 9 percent of the State's total inmate population. The majority (2,031) reported birth in Caribbean countries, notably the Dominican Republic (731), Cuba (502), and Jamaica (456). Sixty-one percent reported birth in Spanish-speaking countries. The Department of Correctional Services is addressing this growing problem through Federal reimbursement programs and expedited deportation programs. The annual cost of incarcerating foreign-born offenders (using a per capita cost of $20,000) is approximately $67,000,000. The department supports Federal legislation that would reimburse States for incarcerating specified categories of foreign-born offenders. Federal legislation enacted in 1985 provides States reimbursement for Mariel Cuban inmates. Under this program, the department has obtained over $900,000 in 1985 and 1986. 2 tables.
