A COMPILATION OF EXISTING CANADIAN STATISTICAL DATA ON THE DETENTION AND PUNISHMENT OF INDIANS, METIS, AND INUIT (ESKIMOS).
Abstract
NARRATIVE AND TABULAR DATA IS PRESENTED ACCORDING TO PRISON POPULATION, TYPE OF OFFENSE COMMITTED, THE INVOLVEMENT OF ALCOHOL, SENTENCING PRACTICES, AND RECIDIVISM RATES. ALTHOUGH STATISTICAL INFORMATION IS REPORTED BY PROVINCE, MOST OF THE DATA PRESENTED CONCERNS THE FOUR WESTERN PROVINCES OF SASKATCHEWAN, MANITOBA, ALBERTA, AND BRITISH COLUMBIA, SINCE THEY HAVE THE HIGHEST PROPORTION OF NATIVES. ELEVEN GENERAL CONCLUSIONS ARE DRAWN BASED ON THE DATA REPORTED. THEY INCLUDE THE FOLLOWING: A DISPROPORTIONATE NUMBER OF NATIVE PERSONS IN CANADA ARE BEING CONVICTED OF OFFENSES AND SENT TO JAIL; NATIVE OFFENDERS ARE USUALLY INVOLVED IN LESS SERIOUS CRIMES THAN NON-NATIVE OFFENDERS; A LARGE NUMBER OF NATIVE OFFENDERS ARE SENT TO JAIL FOR NON-PAYMENT OF FINES; NATIVE OFFENDERS HAVE A HIGHER RECIDIVISM RATE; AND MUCH IF NOT MOST, NATIVE CRIME IS ASSOCIATED WITH THE USE OF ALCOHOL.
