SYSTEM FOR CLASSIFYING PROSECUTORS' OFFICES DEVELOPED BY THE NATIONAL CENTER FOR PROSECUTION MANAGEMENT TO IMPROVE COMMUNICATION AND TRANSFERS OF PROGRAMS AMONG THEM.
Abstract
WHEN THIS SYSTEM BECOMES OPERATIONAL, IT WILL BE A SIMPLE MATTER FOR EACH PROSECUTOR TO CLASSIFY HIS OFFICE IN TERMS OF HIS CONSTRAINTS, IDENTIFY HIS SIMILAR COUNTERPARTS AND BE ABLE TO COMPARE HIS OFFICE WITH SIMILARLY CONSTRUCTED OFFICES FOR BOTH BUDGET JUSTIFICATION AND PROGRAM DEVELOPMENT. VARIABLE CONDITIONS ARE DIVIDED INTO FOUR GENERAL AREAS GEOGRAPHIC AND DEMOGRAPHIC CHARACTERISTICS OF THE JURISDICTION, TYPE AND AMOUNT OF WORK LOAD, AMOUNT AND TYPE OF RESOURCES AVAILABLE TO THE PROSECUTOR, AND THE COURT STRUCTURE IN WHICH HE OPERATES. THE IMPLICATIONS FOR FEDERAL POLICY AND FUNDING ARE OBVIOUS. NATIONWIDE PROGRAMS CAN BE IDENTIFIED. PROGRAMS WHICH ARE FEASIBLE ONLY WITHIN HOMOGENEOUS OFFICES CAN BE IDENTIFIED, AND DUPLICATION OF EFFORTS FOR PROGRAM DEVELOPMENT WITHIN SIMILAR OFFICES CAN BE ELIMINATED OR REDUCED, FREEING VALUABLE MONEY FOR NEW PROGRAM DEVELOPMENT.
