The responsiblities and activities of the Nebraska Board of Parole from July 1, 1978, through June 30, 1979, are reviewed.
Abstract
Although parole has been a part of the State's correctional system since 1893, an autonomous parole board was first established in 1968. The report discusses the appointment, qualifications, removal, and activity limitations of board members and their constitutional and statutory duties and powers. A section on the paroling process considers institutional good-time and its effect upon eligibility for parole and mandatory release, parole criteria, parole hearings, parole plan development, reduction of the parole term for good behavior, and discharge from parole. Also examined are parole violations and procedures for handling violation cases. Finally, the parole board's objectives and goals are reviewed. Appended are a parole board functional chart and tables with information on types of crimes on which paroles were granted and on the paroling and violation processes. Other tables are concerned with prerelease and postcare program processing and with interstate corrections compact transfers and requests for parole board approval. A sample parole certificate is included.
