This is the 2010 Annual Report of the Nebraska Commission on Law Enforcement and Criminal Justice (CLECJ), which provides leadership in the statewide coordination of the criminal justice system.
Abstract
This mission encompasses the development of comprehensive plans; the facilitation of improvement in criminal and juvenile justice administration; and acting as a forum for discussion and problem solving among State, Federal, local, and private agencies. The CLECJ's budget is divided into nine programs: Mission/Vision, Appropriations, Grants Division, Jail Standards, Information Services, Nebraska Law Enforcement Training Center, Community Corrections Council, Office of Violence Prevention, and Legislative Changes to Crime Commission Statutes. This Annual Report contains a brief description of each of these budget programs, as well as a breakdown by type of funds, operations, and aid. CLECJ's appropriations for fiscal year (FY) 2010/2011 are presented under the topics of juvenile services, victim-witness assistance, American Recovery and Reinvestment Act, crime victims' reparations, county juvenile services aid, jail standards, and the criminal justice information system. Budget amounts for FY 2010/11 are also reported for the central administration budget. A list of funded programs is provided. The Grants Division applies and manages 18 Federal and State grant programs. The Jail Standards Division is primarily responsible for the implementation and administration of the Jail Standards program. The Information Services Division provides support in three primary areas: research and statistics, support of criminal justice integration, and meeting the agency's internal information technology needs. The Nebraska Law Enforcement Training Center educates, trains, and evaluates law enforcement officers, and the Community Corrections Council identifies appropriate alternatives to incarceration and fosters their use. The Office of Violence promotes and assesses statewide violence-prevention programs. Legislative changes to Crime Commission statutes are reported for 2010.
