A DISCUSSION OF THE HISTORY OF THE SANTEE, OMAHA, AND WINNEBAGO INDIAN TRIBES LOCATED IN NORTHEASTERN NEBRASKA AND THE QUALITY OF THE ADMINISTRATION OF CRIMINAL JUSTICE TO THEIR INDIVIDUAL MEMBERS.
Abstract
THE METHODOLOGY EMPLOYED BY THIS STUDY INVOLVED LOOKING AT CRIMINAL RECORDS OF INDIANS, CONTACTING STATE, LOCAL, TRIBAL, AND FEDERAL CRIMINAL JUSTICE AGENCIES TO EVALUATE EXISTING PROGRAMS, AND INFORMAL INTERVIEWS WITH 200 MEMBERS OF THE INDIAN COMMUNITIES. INDIVIDUAL CHAPTERS COVER THE MAJOR PROBLEMS IDENTIFIED BY THE INDIAN RESPONDENTS: ALCOHOL ABUSE, CRIMINAL JUSTICE SYSTEMS, JUVENILE DELINQUENCY AND EDUCATION, AND ECONOMIC DEVELOPMENT. ALSO DISCUSSED ARE THE JURISDICTIONAL PROBLEMS OF CRIMINAL JUSTICE FOR THE INDIANS IN NEBRASKA. THE APPENDIX CONTAINS PERTINENT LAWS AND STATUTES, REPORTS, AND NEBRASKA STATE SUPREME COURT DECISIONS RELATING TO CRIMINAL JURISDICTION OVER THE TRIBES. A BIBLIOGRAPHY OF BOOKS AND OTHER PUBLICATIONS, LAWS AND ACTS, AND LEGAL CASES IS ALSO INCLUDED.
