FINAL EVALUATION OF A PROJECT INTENDED TO PROVIDE RELIEF AND ADDITIONAL IMPETUS TO THE CORRECTIONAL REHABILITATION PROGRAM AT THE NEBRASKA PENAL AND CORRECTIONAL COMPLEX.
Abstract
THE PROJECT GOALS INCLUDED IMPROVING THE INMATE/COUNSELOR RATIO, PROVIDING QUARTERLY PAROLE PROGRESS REPORTS ON EACH OFFENDER, ALLOWING FOR SPONSORSHIP OF CLUB AND SELF-IMPROVEMENT ACTIVITIES DURING REGULAR DUTY HOURS, DECREASING PAROLE COUNSELOR TURNOVER, AND INCREASING CONTACTS BETWEEN COUNSELOR AND INMATES. DATA INDICATE THAT THE INMATE/COUNSELOR RATIO IMPROVED, CLUB AND ACTIVITY SPONSORSHIP OCURRED DURING REGULAR DUTY HOURS, AND COUNSELOR/INMATE CONTACTS INCREASED. FURTHER INFORMATION REVEALED THAT PAROLE PROGRESS REPORTS ARE NOT WRITTEN ON A QUARTERLY BASIS. EVIDENCE ON CHANGES IN THE TURNOVER RATE OF COUNSELORS WAS INCONCLUSIVE. FIVE RECOMMENDATIONS TO IMPROVE THE PROJECT BEFORE REFUNDING ARE INCLUDED.(AUTHOR ABSTRACT MODIFIED)...EB
