This report reviews the provisions and implementation of Nebraska's Legislative Bill 605, which was enacted to expand the State's use of probation in lieu of incarceration and to ensure that more people receive supervision upon release from prison, as well as to bolster supervision practices proven to reduce recidivism.
Abstract
This bill, which was signed into law on May 27, 2015, resulted from "justice reinvestment," a data-driven strategy designed to reduce corrections spending and reinvest a portion of the savings in strategies that reduce recidivism. The goals of this justice reinvestment are to reduce Nebraska's prison population by 1,000 people per year and increase by 300 people annually the number supervised upon release from prison. In designing and implementing this strategy, the State received technical assistance from the Council of State Governments (CSG) Justice Center, in partnership with The Pew Charitable Trusts and the U.S. Department of Justice's Bureau of Justice Assistance (BJA). This support will continue as Nebraska's leaders engage in the implementation of the legislation and assess the impact of the new policies.
