This speech by the Director of ILANUD, presented at a crime and juvenile delinquency prevention conference in Spain in 1992, elaborates on the necessity of a model of cooperation for development of a Latin American anti-crime effort.
Abstract
The Director suggests a 3-phase model composed of a diagnostic phase, a project phase, and an evaluation phase. Analysis of the law enforcement and judicial sectors is used to illustrate the necessity, usefulness, elaboration, efficiency, and development of the model. This outline of the model includes the negative possibilities generated by the model, the 32 possible interagency conflicts within the law enforcement system and those of the judicial system, and possible resolutions of the conflicts.
