Abstract
BASED ON JANE HANDLER'S REPORT TO THE OFFICE OF JUVENILE DELINQUENCY AND YOUTH DEVELOPMENT AFTER HAVING VISITED AND OBSERVED FOUR NEWLY CREATED LEGAL SERVICES UNITS IN FOUR COMMUNITIES - THE LEGAL SERVICES UNIT OF MOBILIZATION FOR YOUTH IN NEW YORK CITY, NEIGHBORHOOD LEGAL SERVICES PROJECT, WASHINGTON, DC, NEW HAVEN'S LEGAL ASSISTANCE ASSOCIATION, AND BOSTON'S UNIFIED LEGAL SERVICE PROGRAM. THE FIRST PROJECT AIMS TO BRING ABOUT LONG RANGE BENEFITS, FOCUSING ON INDIVIDUAL CASES OR GROUP ACTIONS WHICH MAY SERVE AS PRECEDENTS FOR CHANGING LAW OR PRACTICES, WHILE THE OTHER THREE STRESS CONSIDERATION OF EACH CASE AS IT ARISES.
