Abstract
NEIGHBORHOOD TEAM POLICING IN MULTNOMAH COUNTY INVOLVED MAJOR CHANGES IN THE FOLLOWING AREAS: DECENTRALIZATION OF SERVICE DELIVERY AND DECISIONMAKING, DEEMPHASIS OF SPECIALIZATION IN FAVOR OF THE PATROL OFFICER GENERALIST MODEL, IMPLEMENTATION OF PARTICIPATORY MANAGEMENT, INTRODUCTION OF A SYSTEM OF MANAGEMENT BY OBJECTIVES, STEPPED UP EFFORTS TO ENCOURAGE COMMUNITY INVOLVEMENT, AND DEVELOPMENT OF SHORT-RANGE AND LONG-RANGE PLANNING PROCESSES. THESE AND OTHER ASPECTS OF THE TEAM POLICING PROGRAM ARE COVERED IN 12 ARTICLES.
