The city of Newark, New Jersey, has the potential to become a model for social change in the country, with its focus on involving the community in collective approach to solving crime.
Abstract
Newark's program, known as Fighting Back, targets the crime problem in inner cities and is based on the belief that the criminal justice system cannot deal with people whose behavior cannot be controlled by social institutions in the community. The focus is on collective action involving city and private agencies, law enforcement, and the community to re-establish the city's social infrastructure and empower social capacity building. Fighting Back is sponsored by the Boys and Girls Club of Newark and provides, among other services, drug treatment and assistance for juveniles on probation.
