Abstract
THE REPORT RECOMMENDS CHANGES IN MANPOWER ALLOCATIONS, INCLUDING DISCONTINUING THE FOUR PLATOON SYSTEM OF DEPLOYMENT AND THE USE OF ON-DUTY PERSONNEL FOR POLICE ESCORTS. ALSO RECOMMENDED ARE STUDIES AND REORGANIZATION OF SALARY POLICY, USE OF PHYSICAL FACILITIES, AND OPERATION OF PROPERTY AND RECORD FUNCTIONS. IMPLEMENTATION ARE ALSO INCLUDED.
