A DISCUSSION OF CONCEPTS AND PLANS FOR AN ON-GOING EVALUATION OF NEOCIS (NEW ENGLAND ORGANIZED CRIME INTELLIGENCE SYSTEM) THAT WILL COVER TWO FORMATIVE YEARS AND THE FIRST YEAR OF FULL OPERATIONS.
Abstract
THIS EVALUATION WILL EXAMINE NEOCIS IN THREE ROLES - AS A DEVELOPMENTAL PROJECT, AS AN INTELLIGENCE INFORMATION SYSTEM, AND AS A MEANS OF HELPING TO ACHIEVE THE GOAL OF REDUCING ORGANIZED CRIME IN NEW ENGLAND. THE TIME FRAMES THAT THIS EVALUATION WILL COVER ARE DEFINED AS - AT PROJECT INTITATION, DURING START-UP, WHEN FULL OPERATIONAL CAPABILITY IS ACHIEVED, AND AT A REASONABLE TIME AFTER FULL OPERATIONAL CAPABILITY (E.G., ONE YEAR). CHARTS DEFINE SPECIFIC EVALUATION OBJECTIVES IN TERMS OF WHO NEEDS THE EVALUATIONS AND WHY, WHAT WILL BE EVALUATED, HOW THE EVALUATIONS WILL BE PERFORMED, WHAT INFORMATION WILL BE NEEDED TO PERFORM THE EVALUATIONS AND HOW THE RESULTS OF THE EVALUATIONS ARE EXPECTED TO BE USED.
