Abstract
IMPORTANT FEATURES OF THE DISCUSSION INCLUDE HISTORICAL DEVELOPMENT AND THE NATURE, EXTENT AND DEGREES OF UNIFICATION. A DETAILED DESCRIPTION IS GIVEN OF DEPARTMENTS WHICH HAVE ADOPTED ONE OF THE FIVE DEGREES OF UNIFICATION - CONSOLIDATED SERVICES, PARTIAL CONSOLIDATION, SELECTED AREA CONSOLIDATION, FUNCTIONAL CONSOLIDATION, AND NOMINAL CONSOLIDATION. DIVERSE OPINIONS OF UNIFICATION WITH SPECIAL EMPHASIS ON ORGANIZED OPPOSITION, AND A CONSIDERATION OF SUPPLEMENTAL ISSUES SUCH AS ABANDONMENT AND EXPERIMENTATION ARE PRESENTED. PERTINENT FACTORS TO BE CONSIDERED WHEN INTRODUCING CONSOLIDATION INCLUDE GUIDELINES FOR A DETAILED ANALYSIS OF A COMMUNITY AND ELEMENTS WHICH SHOULD BE CONSIDERED PRIOR TO IMPLEMENTATION OF A UNIFIED SERVICE.
