THIS REPORT PRESENTS A DESIGN FOR A SOCIAL SERVICE COMPONENT IN THE PUBLIC DEFENDER'S OFFICE AND A MANUAL FOR TRAINING ATTORNEYS AND SOCIAL SERVICE WORKERS TO SHAPE DISPOSITIONAL DECISIONMAKING.
Abstract
THE SOCIAL SERVICES COMPONENT DESIGN ADDRESSES THE NEED FOR THIS TYPE OF PROGRAM IN A PUBLIC DEFENDER OFFICE REGARDLESS OF THE SIZE OF THE ATTORNEY STAFF OR THE LACK OF A FULL-TIME SOCIAL SERVICE WORKER. IT ALSO SUGGESTS THE SPECIFIC TOOLS WHEREBY A PUBLIC DEFENDER OFFICE CAN ENHANCE THE QUALITY OF DEFENSE REPRESENTATION AND BREAK OR SLOW A CYCLE OF OFFENSES. THE SOCIAL SERVICE DIVISION ACTIVITY, INTAKE PROCESS, AGENCY/PROGRAM UTILIZATION, AND COURT PRESENTATION OF THE DISPOSITION PLAN ARE ALL DISCUSSED IN DETAIL. THE TRAINING MANUAL IS INTENDED TO INTRODUCE TO ATTORNEYS AND/OR SOCIAL SERVICE WORKERS THE BASIC SKILLS NECESSARY FOR CONSISTENT AND APPROPRIATE CLIENT INTERVENTION AND REFERRAL TO SUITABLE SERVICES. IT OUTLINES TECHNIQUES FOR TRAINING IN THE AREAS OF CLIENT INTERVIEWS, COUNSELING, ASSERTIVENESS TRAINING, CASE PREPARATION, CLIENT ASSESSMENT, FAMILY COUNSELING, AND CASE TERMINATION.
