CRIME PREVENTION METHODS AND PROGRAMS IN NEW HAMPSHIRE FOR LAW ENFORCEMENT DEPARTMENTS ARE EVALUATED.
Abstract
THE METHOD UNDERTAKEN WAS TWO PRONGED: (1) TO INTRODUCE A PRACTICAL CRIME PREVENTION PROGRAM IN THE STATE AND LOCAL LAW ENFORCEMENT AGENCIES AND (2) TO INVOLVE THE PUBLIC IN AN ANTICRIME PROGRAM THROUGH PROJECTS OF PUBLIC EDUCATION AND PUBLIC RELATIONS. THE PROJECT WAS HEADED BY MR. R. BRIAN SNOW; ITS ACTIVITIES INCLUDED DISTRIBUTION OF CRIME CONTROL LITERATURE TO LAW ENFORCEMENT OFFICERS SCHOOLS, BUSINESSES AND HOMEOWNERS AS WELL AS PUBLIC APPEARANCES BEFORE CIVIC AND BUSINESS-RELATED GROUPS. PRESS RELEASES AND OTHER PUBLIC RELATIONS ANNOUNCEMENTS WERE DISSEMINATED. ARTICLES APPEARED IN MAGAZINES SUCH AS POLICE CHIEF AND KNIGHT STICK AND A CRIME PREVENTION NEWSLETTER WAS PRODUCED. PRESENTATIONS AND LECTURES WERE GIVEN TO LAW ENFORCEMENT OFFICERS UNDERGOING TRAINING. THESE INCLUDED CLASSES IN CRIME PREVENTION FOR STATE POLICE RECRUITS AS WELL AS A TRAINING SEMINAR FOR PART-TIME AND SPECIAL OFFICERS CONDUCTED IN NASHUA BY THE POLICE STANDARDS AND TRAINING COUNCIL. AID WAS GIVEN BY THE OFFICE IN THE DEVELOPMENT OF CRIME PREVENTION AND PUBLIC RELATIONS CURRICULA. UNIFORM ADMINISTRATIVE PROCEDURES AND RULES FOR DISSEMINATIN OF INFORMATION TO THE PRESS AND PUBLIC WERE DEVELOPED BY THE OFFICE. LEGAL AND TECHNICAL RESEARCH AND ADVICE FOR THE DEPARTMENT OF SAFETY WAS DONE, INCLUDING ITS VARIOUS BUREAUS SUCH AS THE FIRE MARSHALL'S OFFICE, THE BUREAU OF TITLE AND ANTITHEFT, AND THE BOATING SAFETY OFFICE. SURVEYS WERE CONDUCTED CONCERNING THE SAFETY AND SECURITY OF BUILDING WITH A VIEW TOWARD LESSENING THE OPPORTUNITY FOR PROPERTY CRIMES SUCH AS ARSON, BURGLARY AND VANDALISM. COMMUNICATION WITH CRIME PREVENTION PROJECTS IN OTHER JURISDICTIONS WAS INITIATED OR IMPROVED. THE OFFICE HAS MAINTAINED A FAVORABLE LEVEL OF EFFORT ANND PRODUCED A SUBSTANTIAL AMOUNT OF WORK DESPITE LIMITED FUNDING. FINAL ANALYSIS MUST BE DONE IN ORDER TO DETERMINE WHETHER THE PROJECT'S EFFORTS HAVE HAD SIGNIFICANT IMPACT ON THE CRIME RATE. LOCAL POLICE DEPARTMENTS WHICH HAVE TAKEN PART IN THE PROJECT REPORT THAT PROPERTY CRIMES HAVE DECREASED IN THEIR TOWNS. TABLES ARE INCLUDED. (STB)
