LEGISLATIVE PROPOSALS PERTAINING TO MATTERS AFFECTING THE ADMINISTRATION OF JUSTICE ARE REVIEWED, AND STATISTICS ON CASELOADS, DISPOSITIONS, AND FINANCES IN NEW HAMPSHIRE COURTS ARE PRESENTED.
Abstract
THE PRIMARY ACTIVITY OF THE JUDICIAL COUNCIL IS TO REVIEW PROPOSALS AND OFFER ITS RECOMMENDATIONS TO THE STATE LEGISLATURE. THE LEGISLATURE'S ACTION ON THE 12 RECOMMENDATIONS RECORDED IN THE COUNCIL'S 15TH REPORT IS REVIEWED. COUNCIL FINDINGS AND RECOMMENDATIONS ARE PRESENTED RELATIVE TO PROPOSALS ON THE FOLLOWING MATTERS: SERVICE OF PROCESS; ESTABLISHMENT OF A DISTRICT CRIMINAL APPEALS COURT; PUBLIC SERVICE AS AN ALTERNATIVE SENTENCE FOR MISDEMEANORS AND VIOLATIONS; RECODIFICATION OF PROBATE LAWS; CRIMES OCCURRING IN THE COURSE OF LABOR DIFFICULTIES; PRIVILEGED COMMUNICATIONS BETWEEN CLERGY AND PARISHIONER; SEARCH WARRANT LAW; SUPERVISION OF BAIL BONDSMEN BY THE INSURANCE COMMISSIONER; CREATION OF A DISTRICT COURT SYSTEM; DETERMINATION OF THE NUMBER OF SUPERIOR COURT JUSTICES; ALLOWING APPLICATION FOR ANNULMENT OF A RECORD OF CONVICTION AND SENTENCE TO IMPRISONMENT REGARDLESS OF THE AGE OF THE APPLICANT WHEN THE CRIME WAS COMMITTED; REQUIRING EXECUTION AND RECORDING OF DEEDS FOR CERTAIN COURT ORDERS; AND ATTORNEY FEES FOR REPRESENTING INDIGENTS. STATISTICS ON CASES AND FINANCES IN THE STATE'S SUPREME COURT, SUPERIOR COURT, AND PROBATE, DISTRICT, AND MUNICIPAL COURTS ARE FOR VARIOUS TIME PERIODS IN 1974, 1975, AND 1976. ALSO INCLUDED ARE SALARY STATISTICS FOR THE DISTRICT COURTS FOR 1975 AND 1976. TEN-YEAR CASELOAD CHARTS ARE PRESENTED FOR THE SUPREME COURT, PROBATE COURT, SUPERIOR COURT (CRIMINAL AND CIVIL CASES), AND DISTRICT AND MUNICIPAL COURTS (CRIMINAL, CIVIL, JUVENILE, SMALL CLAIMS, AND LANDLORD-TENANT CASES).
