This article discusses the Interstate Compact for Adult Offender Supervision.
Abstract
Criminal justice practitioners and victims' representatives consider more effective management of interstate movement an urgent public safety concern. The compact is the only vehicle for the controlled movement of State and locally sentenced non-incarcerated adult offenders across State lines. A volunteer association attempts to manage movement of more than a quarter of a million offenders. Compliance with the rules of the compact by participating States has been sporadic and inconsistent. A proposed replacement compact contains the following key elements: (1) clarification and expansion of the types of offenders for whom rules could be written; (2) every member must have a council to exercise oversight and advocacy concerning in-State compact issues; (3) a multi-State/territory interstate commission is the governing body; (4) the compact can respond to changes over time without having to go through the reenactment process; and (5) the compact will create a web-based information system for rapid transfer of investigation requests, case materials, etc. Notes
