THE RESULTS OF THE NEW JERSEY INCOME MAINTENANCE EXPERIMENT ARE DISCUSSED IN TERMS OF LABOR-SUPPLY RESPONSES AND FACTORS MODIFYING THE LABOR-SUPPLY RESPONSE.
Abstract
SPONSORED BY THE OFFICE OF ECONOMIC OPPORTUNITY BETWEEN 1967 AND 1972, THE EXPERIMENT CENTERED ON A GRADUATED WORK-INCENTIVE PROGRAM DEALING WITH A NEGATIVE INCOME TAX. THIS SECOND VOLUME IN A SERIES ANALYZES DATA RELEVANT TO THE CENTRAL QUESTION ADDRESSED BY THE EXPERIMENT: TO WHAT EXTENT DOES A NEGATIVE INCOME TAX TEND TO DIMINISH THE WORK EFFORT OF PROGRAM BENEFICIARIES? THE VOLUME IS ORGANIZED INTO THREE PARTS. THE FIRST PART DEALS WITH THE LABOR-SUPPLY BEHAVIOR OF FAMILIES ENROLLED IN THE EIGHT NEGATIVE INCOME TAX PLANS TESTED IN THE STATE. THE BASIC HYPOTHESES OF THE EXPERIMENT'S DESIGNERS ARE DESCRIBED AND A SHORT SURVEY OF NONEXPERIMENTAL LITERATURE ON LABOR SUPPLY IS PROVIDED, ALONG WITH A SUMMARY OF THE FOUR COMPONENTS OF THE CENTRAL LABOR SUPPLY ANALYSIS--HUSBANDS, WIVES, YOUNG ADULTS, AND THE FAMILY. THIS SECTION ALSO DESCRIBES CHARACTERISTICS OF THE SAMPLE, THE DATA BASE, AND THE MAJOR CONCEPTS USED IN THE ANALYSIS, AND EXAMINES THE LABOR SUPPLY RESPONSES OF THE FOUR COMPONENTS. THE SECOND PART DEALS WITH SUCH FACTORS AS HEALTH, SOCIAL PSYCHOLOGICAL CHARACTERISTICS, AND THE INFORMATION LEVEL OF THE PARTICIPANTS WHICH MIGHT BE EXPECTED TO MODIFY OR MEDIATE THE RESPONSE. THE FINAL PART CONTAINS TECHNICAL EXPOSITIONS OF THE THREE MAJOR METHODOLOGICAL INNOVATIONS RUNNING THROUGH THE LABOR SUPPLY ANALYSIS--SPLINE FUNCTIONS, THE ADAPTATION OF A VARIANCE COMPONENTS MODEL TO INTERMITTENT PANEL DATA, AND THE CONSTRUCTION OF NORMAL INCOME AND WAGE VARIABLES.
