During 1989, the Juvenile Detention Monitoring Unit in the New Jersey Department of Corrections conducted 63 site inspections or telephone contacts to fulfill its responsibility to monitor the State's compliance with the Federal Juvenile Justice and Delinquency Prevention Act of 1974.
Abstract
The contacts focused on 12 State adult and youth correctional facilities; 29 State juvenile correctional facilities; 24 county jails, penitentiaries, and workhouses; and 18 county juvenile detention centers. Information was gathered on offense histories, juvenile admissions, transfers, and other topics. Results showed that New Jersey is in full compliance with the requirement of not confining juveniles in adult lockups and jails, but it is out of compliance with the requirement for complete separation of juveniles and adults. Widespread problems relating to juvenile/adult separation were found at the four Newark municipal lockups. To resolve the situation, staff of the monitoring unit met with law enforcement officials, who are now developing a plan that will include specific directives to each precinct lockup. Tables, figures, and appended list of correctional facilities, data collection forms, and standards for processing juveniles in municipal lockups are included.
