A PROPOSAL IS PRESENTED FOR A RESIDENTIAL COLLEGE OPERATED BY MERCER COUNTY COMMUNITY COLLEGE FOR INMATES AT ANNANDALE/CLINTON CORRECTION CENTERS IN COOPERATION WITH THE N.J. DEPTS. OF CORRECTIONS AND HIGHER EDUCATION.
Abstract
SELECTED STATE CORRECTIONS SYSTEM INMATES THROUGHOUT THE STATE CORRECTIONS SYSTEM WILL BE TRANSFERRED TO THE ANNANDALE CORRECTION CENTER AND WILL BE PROVIDED WITH INTENSIVE, FULL-TIME COLLEGE-LEVEL STUDY LEADING TO ASSOCIATE DEGREES. THE MERCER COUNTY COMMUNITY COLLEGE WILL ADMINISTER THE PROGRAM AT A NEWLY ESTABLISHED RESIDENTIAL BRANCH, THE GARDEN STATE CAMPUS. FEMALE STUDENTS IN RESIDENCE AT CLINTON CORRECTIONAL INSTITUTION FOR WOMEN WILL ALSO BE ENROLLED, BUT THEY WILL RECEIVE THE MAJORITY OF THEIR EDUCATION AT ANNANDALE. COURSES AND TRAINING PROGRAMS FOR EMPLOYEES OF THE DEPARTMENT OF CORRECTIONS WILL ALSO BE PROVIDED. VARIOUS INNOVATIVE FEATURES MAKE THE PROGRAM A HIGHLY DESIRABLE MODIFICATION OF PRESENT HIGHER EDUCATION SERVICES FOR INCARCERATED STUDENTS. THE PROGRAM'S BASIC OPERATING SUPPORT WILL COME FROM THE REALLOCATION OF FUNDS SPENT ON INMATE HOUSING AND EDUCATION THROUGH EXISTING DEPARTMENT OF CORRECTIONS AND DEPARTMENT OF HIGHER EDUCATION PROGRAMS. ADDITIONAL EXTRAORDINARY EXPENSES SHOULD BE OFFSET THROUGH SPECIAL GRANT FUNDS SECURED FROM OTHER SOURCES. STUDENT SELECTION AND PLACEMENT, LEARNING RESOURCES, FACULTY PROGRAM ADMINISTRATION, FACILITIES, PROGRAM EVALUATION, FINANCES, AND CURRICULUM ARE DESCRIBED IN SOME DETAIL. IT IS NOTED THAT, BECAUSE THIS MODEL IS THE ONLY FULL-TIME RESIDENTIAL COEDUCATIONAL HIGHER EDUCATION PROGRAM AT A CORRECTIONAL INSTITUTION IN THE UNITED STATES, IT IS LIKELY TO GENERATE INTEREST FROM OTHER STATES, AS WELL AS FROM THE FEDERAL GOVERNMENT. APPENDIXES INCLUDE A PRISON HIGHER EDUCATION BIBLIOGRAPHY AND A LISTING OF INITIAL COURSE SELECTIONS.
