REPORT ON A STUDY TO CONSIDER PROGRAM ALTERNATIVES TO COMMITMENT OF NEW JERSEY JUVENILE OFFENDERS TO THE TRAINING SCHOOL FOR GIRLS (TSG).
Abstract
DATA WERE ACCUMULATED ON THE SOCIAL AND DEMOGRAPHIC CHARACTERISTICS OF THE TSG POPULATION, ESPECIALLY AS THEY RELATE TO PROGRAM NEEDS, CHANGES IN POPULATION CHARACTERISTICS OVER TIME WERE NOTED, IN ORDER TO DETERMINE THE RELATIVE STABILITY OF PROGRAM REQUIREMENTS, ALTERNATIVE COUNTY PROGRAMS, AS WELL AS PROPOSED ALTERNATIVES WERE ALSO STUDIED, TO DETERMINE THEIR RELATIVE COSTS AND BENEFITS. TEN POLICY RECOMMENDATIONS RESULTED FROM THIS STUDY. THESE INCLUDED EMPHASIS ON KEEPING THE GIRLS, WHENEVER POSSIBLE, IN OR CLOSE TO THEIR HOMES, AND KEEPING TIME AWAY FROM HOME AND FAMILY TO A MINIMUM. IT WAS FURTHER RECOMMENDED THAT TSG CEASE ACCEPTING NEW COMMITMENTS BY JANUARY 1975, AND THAT ALL REMAINING RESIDENTS BE SENT TO AN APPROPRIATE NONCORRECTIONAL PLACEMENT BY JUNE, 1975. CREATION OF A TASK FORCE IS RECOMMENDED TO DETERMINE HOW THE FUNDS PREVIOUSLY ALLOCATED TO TSG COULD BE USED WITHIN THE ABOVE GUIDELINES FOR THE REHABILITATION OF GIRLS WHO WOULD OTHERWISE HAVE BEEN COMMITTED TO TSG.
