Abstract
Key provisions of 1995 Wisconsin Act 440 include: (1) Sex Offender Registration (Current Law; 1995 Wisconsin Act 440); (2) Access to Information Concerning Sex Offenders (Access for and Bulletins to Law Enforcement Agencies; Notification of Victims; Access for Agencies and Organizations Other Than Law Enforcement Agencies; Access for General Public; Period of Notification of and Access to Information; Immunity; Rules; Effect on Open Records Requests); (3) Submission of Biological Sample by a Person Found to be a Sexually Violent Person (Current Law; 1995 Wisconsin Act 440); (4) Honesty Testing of Sex Offenders (Condition of Community Placement; Condition of Probation or Parole); (5) Appropriation Changes; and (6) Initial Applicability and Delayed Effective Date. The Memorandum also includes information on who is covered by the registration law, when the person must comply, number of years a person must register, release from requirements, and penalty for failure to register.
