THIS REPORT, DATED FEBRUARY 26, 1973, PRESENTS THE RESULTS OF A MANPOWER DEPLOYMENT AND DISTRIBUTION STUDY FOR THE NEW LONDON (CT) POLICE DEPARTMENT.
Abstract
THE ANALYSIS AND RECOMMENDATIONS PRESENTED IN THIS REPORT ARE BASED ON A REVIEW OF THE DEPARTMENTAL DATA COLLECTION AND ANALYSIS METHODS, AND A REVIEW OF DEPARTMENTAL PROCEDURES RELATING TO FIELD ACTIVITY REPORTS. THE DISTRIBUTION OF CALLS-FOR-SERVICE IS BRIEFLY REVIEWED. THE CONSULTANT NOTES THAT DATA COLLECTION METHODS OF THE DEPARTMENT LACKED SEVERAL FEATURES: A WEIGHTING SYSTEM TO GIVE DIFFERENT STATISTICAL WEIGHT TO CERTAIN TYPES OF FIELD DISPATCHES; A UNIFORM SYSTEM FOR CLASSIFYING AND STORING ITS CASE REPORTS; AND A METHOD OF GEOCODING ITS CALLS-FOR-SERVICE. RECOMMENDATIONS FOR THE IMPROVEMENT OF THESE PROBLEM AREAS ARE PROVIDED. THE CONSULTANT CONCLUDES THAT ON THE BASIS OF THE DATA AVAILABLE, THERE WAS NO WAY TO VALIDATE OR INVALIDATE THE PRESENT DEPLOYMENT AND DISTRIBUTION OF FIELD MANPOWER. THE CONSULTANT'S IMPRESSION IS THAT THE PRESENT METHOD OF DEPLOYMENT AND DISTRIBUTION IS EQUITABLE IN TERMS OF WORK LOAD AND POLICE HAZARDS. HE STATES THAT THIS CANNOT BE KNOWN WITH CERTAINTY, HOWEVER, UNTIL NEW DATA COLLECTION AND ANALYSIS METHODS ARE ADOPTED. (AUTHOR ABSTRACT MODIFIED)
